Phillip Quinlan is a Program Director and strategic leader with a distinguished 20-year career spanning super-national diplomacy, complex technology transformations, and corporate governance. His unique path—from managing United Nations missions in Somalia to directing major tech programs for Big Four consultants and software companies—provides Q2 Advisory with unparalleled expertise in navigating high-stakes, multifaceted challenges.

Specialising in turning strategic vision into operational reality, Phillip excels in program direction, operational innovation, and governance. He has led large-scale technology deployments in the power and utilities sector, managed regulatory risk for global banks, and designed strategic frameworks for organisations from NATO to UCD. His certification as an Executive Coach and a Corporate Governance specialist ensures that every plan is not only structurally sound but also centred on effective leadership and human dynamics.

Phillip’s approach is defined by a commander’s clarity and a consultant’s rigour. A proven leader, he was awarded the Lt General William Callaghan Sword for tactics and named best overall speaker at the International Law of Armed Conflict conference in San Remo.
